The Division of Air Quality(DAQ) has reviewed the subject reports submitted
� r by Cogentrix of North Carolina, Inc. for Units No. 1 and No. 2.

14 � The data in the EERs indicate that for the 2nd and 3rd quarter of 1999, the NOX

ga k excess emissions and Continuous Emission Monitor (CEM) downtime was within
acceptable limits based on the EPA Region IV CEM Enforcement Plan (CEP).
Similarly, the opacity excess emissions for units 1 and 2 were within acceptable limits
' for the two quarters.

However, during the 3rd quarter 1999, the Continuous Opacity Monitor (COM)
downtime for Units No. 1 and 2 were 6.93% and 3.22%respectively. DAQ considers
" these monitor downtime levels as unacceptable based on the CEP. Cogentrix should
�-M0 make effort to ensure that excess emissions and monitor downtime are minimized and
��' below the threshold recommended in the CEP at all times.
The CGA and CD results for the 2nd quarter 1999 indicate that the accuracy and
r calibration drift values respectively for your NOx/OZ CEM systems are within the
y specifications given in 40 CFR 60 Appendix F, and therefore indicate compliance.

n y Similarly, the RATA and CD results for the 3rd quarter 1999 indicate that the
accuracy and calibration drift values respectively for your NOJOZ CEM systems are
within the specifications given in 40 CFR 60 Appendix F, and therefore indicate
compliance.
