Re: Buncombe County Landfill II-Title V Permit
Dear Ms. Holman:
I am writing to request that the NC Department of Environmental and Natural Resources
Division of Air Quality (DAQ) assume responsibility for all air pollution permitting and enforcement
duties for the Buncombe County Landfill 11 in Alexander, North Carolina. The WNC Regional Air
Quality Agency (WNCRAQA) Board has entered into an employment sharing arrangement with
Buncombe County Government. In addition to being the Director of the WNCRAQA; I am now also
serving as the Director of the Buncombe County Solid Waste Department.
Per telephone conversation with Agency staff,The WNCRAQA will make arrangements with
the Asheville Regional Office (ARO) to transfer all files related to the air permit for the Buncombe
County Landfill Il to the DAQ and assist in any way necessary to ensure a smooth transition. The Title
V permit for the facility is due to expire on January 31,2015. The renewal application was submitted
in May. The original application is being sent to William Willets with the copy of this letter. Four
copies of the application will be sent to ARO with the other files. I am not aware of any other
outstanding issues related to the air permit for the facility. All required reports have been received to
