S T Wooten Corporation—Elizabethtown facility is permitted to construct one(1)of three(3)plants on
this site. Each plant is permitted to include a generator. Therefore,at the time in which a plant is
constructed on this site and does include a generator,then the facility will be subject to the RICE
NESHAP(GACT 4Z). However, at this time, no federal NESHAP rules apply.
DIRECTIONS:
S.T. Wooten Corporation—Elizabethtown is located off of Hwy 87 near Elizabethtown,NC,Bladen
County. From FRO,take Hwy 87 South approx 35 miles to State Rd 1155 (Cromartie Rd),turn left onto
Cromartie Road. The facility property is the right corner lot.

SOURCE/FACILITY DESCRIPTION:
S.T. Wooten Corporation—Elizabethtown facility is permitted as a hot mix asphalt plant with a recycled
asphalt product(RAP) system. One of three different plants is permitted to operate on this site at any
given time. Aggregates of various sizes are added to a drum dryer/mixer via conveyor belt from a surge
hopper, which is fed by front-end loaders from large stockpiles on the property. RAP is fed to through a
screen,where larger material is diverted to a crusher that reduces the size to approximately%4 inches or
less, and then the material is conveyed to the dryer/mixer. RAP is combined with the aggregate in the
dryer/mixer, where it is heated and mixed with liquid asphalt, as a binding agent. The dryer/mixer is
direct fired with natural gas/#2 fuel oil/Recycled#2 fuel oil/#4 fuel oil/Recycled#4 fuel oil. The
particulate emissions from the dryer/mixer are controlled by a bagfilter. The hot asphalt product
discharged from the dryer/mixer is conveyed to an overhead surge bin, where it then drops into a weigh

hopper/truck loadout bin below. Asphalt is discharged from the bottom of the weigh hopper into dump
trucks that take the asphalt to the location of the paving operation.

INSPECTION SUMMARY:
On 8 December 2011,I arrived at the facility site. The site was empty. There has never been a plant
constructed at this site.
REPORTING:
Annual reports received on time.
FIVE YEAR COMPLIANCE HISTORY:
No violations on record.
CONCLUSION:
Next permit modification/renewal needs to include addition of GACT 4Z stipulation in permit.
Based on the observations made during the 8 December 2011 inspection, S T Wooten Corporation-
Elizabethtown appeared to be operating in compliance with the requirements outlined in their current air
permit.
