In Anson County, turn right onto the first road,Power Plant Road JSR1748). The plant is approximately 3 miles away,at the end of Power Plant Road. Push the gate call button to "speak. The admin office is the first bldg on the left. (II) ' FACILITY DESCRIPTION: Progress Energy—Blewett is a hydroelectric generating plant with six ,.units generating approx 24 MW, and four 288 mmBtu combustion turbines(CT). The facility is synthetic minor `for sulfur dioxide and nitrogen oxide from the combustion of No. 2 fuel oil in the CTs; it is also PSD for sulfur dioxide and nitrogen oxide. These CTs are only operated as fast-start(7 minutes)peaking units or during maintenance of the hydroelectric units. `(III) INSPECTION SUMMARY: On 14 July 2009, I,Robert Hayden,met with Maxie Gardner, Senior Environment Heath and Safety Specialist, and Dan Provenzano,Plant Operator,to conduct the annual compliance .inspection. The CTs were not operating. Mr. Provenzano provided documentation for the records review and Mr. `Gardner led a tour of the plant. We discussed contacts in relation to personnel changes; the data have been updated in IBEAM. P_ERMITTED EMISSION SOURCES: The permit includes the following emission sources: A.
