1) Location
B.V. Hedrick Gravel and Sand Company Quarry-Lilesville is located on Ingram Mountain Road near
Lilesville,NC,Anson County.
Directions
From FRO,take Hwy 401 South to Wagram.Turn right at Old Wire Road(Hwy144) and go approximately
11 V2 miles to Laurel Hill. Turn right at Hwy 74 and go west about 30 miles to Lilesville. Turn right at
flashing caution light onto 51h Avenue(at elementary school).Follow 5°i Avenue,which becomes Wall
Street, for about'/2 mile until Stanback Ferry Road. Turn right and go approximately l mile until Ingram
Mountain Road;then,turn right and go about 1 mile.There will be a sign and dirt drive that says
"Cumberland Sand and Gravel"on left hand side.
Safety considerations: Safety shoes,safety glasses and hardliat(earplugs when operating).
2) General Description
B.V.Hedrick Gravel and Sand Company(Lilesville Plant)is a rock quarry that will produce aggregate
for cement and asphalt plants. This facility is permitted under Air Permit No. 6725R04,effective
from 16 June 2009 until 31 May 2014. Cindy Grimes conducted the last compliance inspection on 8
July 2009.

3) Inspection Summary
On 25 May2010, I,Cindy Grimes (DAQ FRO), spoke to Jason Conner,Environmental Director for
B.V. Hedrick quarries. Since this site has not been operational yet,I called to see if there had been any
changes.Mr. Conner told me that nothing has changed, and there was still no equipment at the site. He
said that the site would not be operational in the nearfuture.
On 26 May2010, I drove to this site to verify that the facility was not operating. There was a locked
gate across the dirt driveway; I walked through the gate for a short distance, and there was no activity
(equipment or evidence of ground-breaking)to be seen.
On 26 May2010,I met with Timothy Jones,the Plant Superintendent,at another BV Hedrick facility,and he
verified that this quarry has no immediate plans to start operating.

that the company still plans on developing the site sometime in the future.
BV Hedrick Gravel and Sand-Lilesville appeared to be in compliance on 26 May 2010.
