Dear Mr. Willey:
On January 5, 2010,the US Environmental Protection Agency(EPA)promulgated 40
CFR Part 63,Subpart DDDDDDD -National Emission Standards for Hazardous Air Pollutants
for Area Sources: Prepared Feeds Manufacturing final rule(GACT Subpart DDDDDDD, or 7D).
You are subject to this subpart if you own or operate a facility which:
• Is NAICS 311119 (Animal Feeds,prepared (except dog and cat food));
(NAICS corresponds to SIC codes 2048 and 0723), and
• Uses chromium> 0.1 %or manganese> 1.0 % as an ingredient, supplement,pre-
mix, concentrate, etc. in the product, and
• Is primarily engaged in animal feed production.
(primarily engaged means > or= 50 % animal feed production.)
Subpart 7D applies to prepared feeds ingredient manufacturers(micronutrient formulators) as
well as to prepared feeds manufacturers.
Your facility has been identified as being potentially subject to this new rule. To help us
determine.if you are indeed subject to this regulation,we are requesting that you complete and
submit the enclosed Initial Notification Form. The form should be submitted no later than
May 5, 2010. If you feel these regulations do not apply to you,please indicate this on the form
and provide an explanation of why the regulations are not applicable to your operations.
Existing facilities subject to GACT Subpart 7D are required to be in compliance by
January 5, 2012. New facilities subject to GACT Subpart 7D (constructed July 27, 2009 to
January 5, 2010) are/were required to be in compliance by January 5,2010. New facilities

beginning construction after January 5, 2010 are required to be in compliance upon start-up. A
