On behalf of Chambers Development of North Carolina and the Anson Waste Management
Facility(AWMF), SCS Engineers, PC (SCS)is pleased to submit the requested additional
information related to the above referenced project. In a letter dated October 23,2009, the
Fayetteville Regional Office of the Division of Air Quality requested additional information
pertaining to the site-specific NMOC testing conducted at the site by SCS Engineers. In general,
the October 23, 2009 letter requested(1) flare operational data and (2) laboratory analysis from
the 4`h sample of landfill gas collected during the NMOC test.
Following receipt of the October 23, 2009 letter, SCS contacted the Fayetteville office to clarify
what system data was being requested. In a discussion with Mr. Robert Haydon at the
Fayetteville Regional Office, it was determined that the attached flare data from the data logger
would be sufficient to satisfy the October 23rd request. The attached system information was
taken from the flare's data logger and includes the landfill gas flow and temperatures at the flare
during the NMOC sampling. The flow and temperature data at the flare are recorded every four
minutes by the data logger. Additionally, daily flow and temperatures are shown for
approximately a week before and after the test.
The fourth sample of landfill gas was never tested by the laboratory. The 0 sample was taken
as a backup incase an air leak occurred in one of the primary samples that would nullify the data.
For this Tier II NMOC test, the three samples were representative landfill gas samples that met
the requirements specified in the testing protocol so the backup gas sample was never tested.
This was communicated to Mr. Haydon of the Fayetteville Regional office and it was discussed
that testing the 40'sample was not necessary.
