Dear Mr.Fitzgerald:
Your facility recently conducted solunc lusting on 22 September 2009 to determine the concentration and flow rate of
non-methane organic compounds(NMOC) bon tine landfill. A written test protocol was submitted in August with a
tentative(late in October of 2009. In bold in this same box(2.9), it states"DAQ Regional Supervisor most be notified
at least 15 days prior to the actual test date(s)". Note this is also required by Nor ill Carolina regulation NCAC21)
2602(d)-this 15 day advance notification to this Office is to allow observation of the test. In phone conversations
this week with you and Mr. Knit Shaner, it appears that in the rush to test this notification was overlooked. Ilowever,
a key element of our inspection during solace testing is the recording of the operating parameters under which the test
was conducted. This information is used to evaluate the source test data as well as to assist in determining future
compliance.
Please provide this office, prim,to 3 November 2009,the following infomation related to tine testing:
1. the NMOC flow rate and landfill pressure readings(strip chants and/or any other onsite monitoring data
collected for the landfill equipment)fo'21,22, and 23 September 2009;and
2. according to the test repot submitted,there was a 4°i(backup)sample collected during the testing. Please
provide the results of the analysis for NMOC concentration that was conducted on this 4°i(backup)sample.
