Hedrick Gravel and Sand is located at 403 B.V. Hedrick Gravel Plant Road, off Hwy 74 East near Lilesville,NC, in Anson County. Directions From FRO,take Hwy 401 South to Wagram. Turn right at Old Wire Road(Hwy144) and go approximately 1 I %miles to Laurel Hill.Turn right at Hwy 74, and go west approximately 30 miles toward Lilesville; you'll pass Rockingham and then the Pee Dee River. Look for Gravel Plant Road on the left about 5 y2 miles after crossing the river. There will be a B.V. Hedrick Gravel and Sand Company sign at entrance of road. Turn left, follow drive, and after crossing the railroad tracks, you'll see the scale house to the right at entrance to plant. Check in at the scale house and ask for the superintendent,Tim Jones. Safety considerations: Safety shoes,safety glasses and hardhat; earplugs,if operating. 2) Facility Description B.V. Hedrick Gravel and Sand Company is a mining facility that primarily produces sand for commercial use and is permitted for crushing gravel. Two of the commercial uses include aquarium and golf course sand. This particular operation employs —3 employees and production hours vary, depending on demand for the product. The facility is synthetic minor for NO,emissions from their diesel electrical generator equipment. BV Hedrick Gavel and Sand has requested a limitation of no more than 100 tons/yr of NOx emissions to avoid Title V requirements. They have requested limiting operation to 12 hours operation per day, 365 days per year (4,380 hours) to avoid Title V requirements. This facility is required to comply with all NSPS requirements, including reporting, emissions limitations, monitoring,recordkeeping,performance testing and like-for-like replacement(see permit for specifics). This Method 9 source test will be used to show compliance with 15A NCAC 2D .0524 NSPS, Subpart 000 (specifically, VE< 10%opacity from conveyor belts, screening operations, and other affected facilities). The sources being tested are the drop-off points from 7 conveyors, which are the transfer points for the facility's Telsmith 38SBS portable crushing plant. The latest submitted equipment diagram is in the facility's file folder.The ID#s for these pieces of equipment are as follows: T-PCr3: 38SBS Cone T-PS2: 6x20 Horizontal Screen T-173: 30"Feed Conveyor T-PC1: 30" Closed-circuit Conveyor T-PC2: 42"Underscreen Fines Conveyor T-PC3: 30"Discharge Conveyor T-PC4: 30"Discharge Conveyor This portable plant started up operation on site on 14 September 2010. The test protocol by Hedrick Industries was submitted to and approved by DAQ FRO on 20 and 21 September 2010 (respectively), which was in the permitted time range of at least 45 days prior to the testing date .The protocol was submitted by Mr. Jason Conner, Environmental Director at Hedrick Industries in Asheville,NC. 3) Permitted Emission Sources At the time of the source test, BV Hedrick Gravel and Sand Company was operating under Air Permit No. 09572R03, which became effective on 12 October 2010, expires 30 September 2015, and includes the following emission sources and control devices: Emission Emission Source Control Control System ' Source ID Description System ID Description Quarry Equipment Crushers(NSPS) Crushing and Feeding Operations WS Wet suppression water spray system Screens(NSPS) Screening Operations WS Wet suppression water spray system Conveyors(NSPS) Conveying Operations WS Wet suppression water spray system Power Generation Units Aztec G•1 (NESHAP), C50 G4(NESHAP), Diesel-Fired Generators N/A N/A T-G10(NSPS,NESHAP), XQ60 (NSPS,NESHAP) 4) Source Test Meeting and Observations On 4 November 2010, I (Cindy Grimes, of FRO DAQ) observed a Method 9 source test at BV Hedrick Gravel and Sand Company,near Lilesville,NC in Anson County. As previously mentioned, the purpose of this test was to demonstrate compliance with 15A NCAC 2D .0524 NSPS, Subpart 000, of emission sources T-PCr3, T-PS2,T-F3,T-PC1, T-PC2, T-PC3, and T-PC4. Jason Conner, Environmental Director at Hedrick Industries was performing the test at this facility;he is VE current-certified through ETA. After meeting Mr. Conner at the scale house, we drove to the location of the portable plant where the sources were to be tested. This site was—200 yards SE into the quarry from the scale house. The facility's permitted maximum process rate is 300 tons per hour,with the maximum normal operation process rate @ 200 tons per hour and the same being for the target process rate for this test. Mr. Conner verbally confirmed that this was the rate the plant was operating for today. The weather conditions were constant hard rain at the initiation of the testing, and then a hard drizzle was maintained throughout the course of the source test. This Method 9 test was comprised of a 30 minute test period for each source, with compliance being based on the average of 5 six-minute averages. Since there was multiple point testing,up to three points could be react at the same time, as long as none of the three readings exceeded applicable opacity standards (per NSPS Subpart 000). The I"30-minute nm began at 10:50AM and consisted of source ID #s T-PCr3,T-PC1, and T-F3:All reading results were 0%opacity. The 2nd 30-minute run began at 1 I:30AM and consisted of source Ill #s T-PS2 and T-PC4.All readings were also 0%opacity. The 3'd and last 30-minute run began at12:05PM and consisted of source ID.#s T-PC2 and T-PC3, again,with all VE readings being 0%. 5) Compliance Statement At the time of the source test, on 4 November 2010,BV Hedrick Gravel and Sand Company appeared to be operating the Telsmith 38SBS portable crashing plant in compliance with the 15A NCAC 2D .0524 NSPS, Subpart 000, permit stipulation. It appeared that Jason Conner, of Hedrick Industries and who also performed the source test for Hedrick Industries, following the required protocols and procedures on the day of the observed stack/source test. Note: Because of the rain, FRO DAQ has questioned whether the test should be redone during dry conditions. At the time of this report,nothing in writing has been found to determine if the testing indicates compliance if performed during the rain.
