NIACT/GACT Review: This facility,when fully constructed, will have eight new 4,735 HP natural gas-fired engines driving compressors,and one 770 HP natural gas-fired engine driving an emergency generator when completed. All of these engines will be subject to 40 CFR 63 Subpart ZZZZ and NSPS Subpart JJJJ. There are no other current NESHAP or NSPS regulations that apply to the facility. 2. DIRECTIONS TO SITE: From FRO,take US Hwy 401 South through Raeford and Wagram. Just outside Wagram,turn right onto Old Wire Road(NC 144). Follow Old Wire Road across US 151501 and through Laurel Hill to US 74. Turn right onto US 74. Follow US 74 35 miles to Wadesboro,then turn right onto N. Greene St/NC Hwy 109. Drive 4.9 miles,then turn left onto Pleasant Grove Church Road. The Piedmont facility is located approximately 0.3 miles on the left side of the road. 3. SAFETY CONSIDERATIONS: The usual FRO safety gear is required,including hard hat,safety shoes,safety glasses,and hearing protection. The site is currently under construction,so there may be numerous pieces of large equipment operating on site, including bulldozers, dump trucks,backhoes, front end loaders, etc. At the time of this inspection,there was no activity on site. The site is not paved,and walking surfaces are uneven and may be wet,muddy,and slick. Piedmont Natural Gas—Wadesboro Compressor Station Compliance Inspection Report Page 2 of 2 -- - -4.-_FACILITY INSPECTION: On 11/03/2011 1,Greg Reeves,visited the Piedmont Natural Gas—Wadesboro Compressor Station plant site in Wadesboro. I had called the facility contact,Michael DePalma,Environmental Engineer from the Charlotte office of Piedmont Natural Gas on 10/24/11 to inform him that I would be making a site visit. He informed me at that time that construction is still in progress The company is in the process of constructing a large natural gas compressor station,which will include eight large 4,735 HP natural gas-fired compressor units and one 770 HP natural gas-fired emergency generator. The compressors will be taking natural gas from the main pipeline, and re-compressing it to transport it further down the pipeline. The gas from this installation is slated to be transported to the Wilmington,NC area. In addition,Piedmont is hoping to open up some new markets in the Wadesboro area and surroundings due to the increase in availability of gas that this compressor station will provide. The initial plan is to install 2 or 3 of the compressors and the emergency generator,then stage installation of the additional compressors as needed to add capacity in the future. The facility is located on an approximate one-half mile square plot just northeast of Wadesboro. The site has been cleared,and one small concrete foundation has been installed for some of the proposed equipment. This work was done prior to July 1,2011 in order to avoid applicability of PSD permitting requirements for greenhouse gases under the Greenhouse Gas Tailoring Rule. It did not appear that any additional work has been done since that time. See pictures in the facility file on the G drive. 5. CONCLUSIONS/RECOMMENDATIONS: The facility appeared to be IN COMPLIANCE during my visit. The facility has not yet commenced full construction. I recommend that a follow-up visit to the facility be performed in May 2012 to observe the progress of the construction(or operation of the facility if partially completed by that time). If the facility is operating, conduct a full compliance inspection at that time.
