No Response Requested complaining of facility blowing dust into the air while cleaning equipment at night Referral to DAQ: EPA Situation Dangerous: Violation documented: No Occurring Now: DFR Permit: Signature: ReportDate: Initial Complaint On 8 September 2011, I (Cindy Grimes, of FRO DAQ)received an email complaint, forwarded by Steven Vozzo, also of FRO DAQ that had originally come from EPA Region 4. The complainant stated the following: 1) The Quila-ete plant in Peachland blows concrete dust into the air late at night several times each week while cleaning equipment. 2) Homes, cars, and buildings in the area get coated with the dust and it is very difficult to totally remove from the walls of homes and from the finish on vehicles. 3) The dust messes up the looks of the homes and the finish of the vehicles if not washed several times each week. 4) The dust not only damages property but is a breathing health hazard. 5) He lives across the road (Hwy 74) from Quikrete and can hear when the cleaning of the equipment takes place and can look outside and see the dust being blown from a tall pipe at the plant. 6) The neighbors and his wife would appreciate help in this matter. 7) The plant should be responsible enough to clean the house exteriors and cars in the area and stop this air pollution. Directions From FRO,take Hwy 401 South to Wagram. Turn right onto Old Wire Road(Hwy 144) and go— 1 I miles to Laurel Hill. Turn right onto US 74 West and go through Richmond County to Anson County. Go through Wadesboro and through the west side of Anson County until you get to the Union County line. Plant is just before Union County line on left(total mileage on Hwy 74 is—48 miles). Previous History with DAQ a) 24 September 2001 —NRE for open burning Investigation On 8 September 2011,I researched the complainant's address via the Anson County GIS website. The property is—850 feet to the east across US Hwy 74 (4-laved highway)from the Quikrete facility. The property tax card shows the owner as being Jeanette Waller Living Trust, c/o Jeanette Waller Trustee. Qu i krete-Peach land is a DAQ permitted facility(#0400037), with the latest compliance inspection being on 21 June 2011 by Cindy Grimes. The facility was found to be in compliance on that date. On 8 September 2011,I, along with Mr. Vozzo, called Linn Waller to talk to him regarding this complaint. There was no answer, so I left a message on the voicemail for him to return our call. On 9 September 2011,I received a call from Linn Waller, and besides th2 information given in the original complaint,he additionally told me the following: 1) His wife is the property owner;they live in the main house on the property, closest to Old Hwy 74 West. There is also a mobile home on the property,just to the west of the house,which his wife's father-in-law lives in. Both residences are affected by the dust. 2) He has not gone over to Quikrete to complain. 3) Several years ago, his wife's previous husband complained to Quikrete about the loud "beeping"that was going on at night, when its trucks were backing up to the facility's warehouse loading product. Apparently, they resolved the issue, as the beeping subsided. 4) He keeps his car in a carport, but it still gets the white concrete dust on itjust about every clay. He has to wash it off twice a week, and the dust is hard to rinse off. He ends up waxing the car a lot due to the dust, which isn't good for the car. 5) It seems the dust has been worse lately. 6) If Quikrete would wash his vehicle twice a week and his house siding twice a year, he would not complain anymore. 7) He will be out of town for the next 3 weeks, but if we need more information, his cell phone # is (704) 236- 1289. 8) He has never had any problems, dust or otherwise, with Rebel Lumber(a DAQ permitted facility 90400058) which is also near, and on the same side, of his property. On 14 September 2011,I tried to call Maury Goodloe,Plant Manager at this facility, but he was not in; I did not leave a message. r On 15 September 2011, I talked to Mr. Goodloe and explained to him about the dust complaint we had received against Quikrete. He told me the following: 1) He has not received any dust complaints via phone or in person. 2) As far as he knows,there is no work anyone does at the plant late at night. 3) There is one tanker driver who offloads products (flyash,cement, or sand) into the various storage silos, and lie usually does so at night,—2 times/week. 4) This driver may not be watching the pressure, and when he gets through loading into the silo, lie might be emitting some dust when he removes the line. Although, if he does emit dust, it should only be a small cloud of dust and should not travel far in distance. There is also a bell alarm that sounds off when the silo is almost full and stops the offloading system immediately,to prevent overloading(though there is still—6-8" of empty space left within the silo). 5) There is no cleaning of any of the equipment that is done at night. Any maintenance always occurs during normal daytime working hours. 6) He will speak to his 2 supervisors, as well as the tanker driver,about this complaint and if any violation is thought to be occurring,will get it immediately resolved. He will reiterate the procedure to the night driver regarding the offloading of product with the correct line pressure. 7) He will send me a written response via email about any necessary corrective actions or changes that the facility is taking. Conclusion No dust issues have been officially documented by DAQ, but it is possible. There is one other DAQ permitted facility that is nearby to the complainant(Rebel Lumber#0400058), but the complainant somewhat insisted that they are not the problem.
