1) Location
CEMEX Construction Materials-Wadesboro is located at 1295 US Hwy 74 West.Wadesboro,NC,Anson County.
Directions
From FRO,take Hvv,N, 401 South to Wagram. Turn right at Old Wile Road (Hwyl 44) and go �- 11 ?!miles to
Laurel Hill. Turn right onto Hivy 74 West and go—35 miles to Wadesboro. Go all the way through town, drive
through the traffic light for Hwy 52 North and then drive another 50 yards. Look for a small CEMEX sign at a
gravel driveway on the left hand side; a Waffle House is immediately after the plant.
Safety Considerations: Standard DAQ safety equipment required. Watch for cement trucks entering and exiting.
2) Facility and Process Description
CEIMEX Construction Materials, LP -Wadesboro Plant is a batch concrete mixing plant. This facility is
permitted under Air Permit No. 04009R10, effective from 14 May 2007 until 30 April 2012. Cindy
Grimes conducted the last compliance inspection on 20 April 2011.
Fly ash and cement are brought in by transfer truck and loaded pneumatically into silos for storage.

delivery trucks pull under the loading shoot. Once the truck is in place nuclei-the loadout shoot, sand and
gravel are loaded into a bin on the yard and belt conveyed into the truck through the loadout slioot.Next,
a measured amount of cement and fly ash from the storage silos is transferred into a weigh hopper above
the loadout shoot. Once the proper amount of cement and fly ash for that batch is collected, it is dumped
into the truck and mixed while in transport to the delivery site.

3) Inspection Summary
Oa 18 October 2011;I(Cindy Grimes) drove to this facility to conduct its permit renewal compliance
inspection.I saw no activity or presence of personnel on site,and it looked like there had been no one here for
quite some time. There were also cement dividers blocking the entryway into this facility.
Note: This facility has not operated since 2008 due to the slow economy.

This facility neither uses nor stores chemical compounds that require a written risk management plan under the
Clean Air Act, Section 112R.

8) Comments and Compliance Statement
This facility has not operated since 2008 and does not plan to reopen in the foreseeable future per CEMEX.
