1) Location
CEMEX Construction Materials-Wadesboro is located at 1295 US Hwy 74 West,Wadesboro,NC,Anson County.
Directions
From FRO,take Hwy 401 South to Wagram. Turn right at Old Wire Road(Hwyl44)and go— 11 %miles to
Laurel Hill.Turn right onto Hwy 74 West and go—35 miles to Wadesboro. Go all the way through town and at
the traffic light for Hwy 52 North, go through it and drive another 50 yards.Look for a small CEMEX sign at a
gravel driveway on the left hand side; a Waffle House is immediately after the plant.
Safety Considerations: Standard DAQ safety equipment required.Watch for cement trucks entering and exiting.
2) Facility and Process Description
CEMEX Construction Materials, LP-Wadesboro Plant is a batch concrete mixing plant. This facility is
permitted under Air Permit No.040091110,effective from 14 May 2007 until 30 April 2012. Cindy
Grimes conducted the last compliance inspection on 8 July 2009.
Fly ash and cement are brought in by transfer truck and loaded pneumatically into silos for Storage.
Other materials such as sand and gravel are stockpiled on the yard until needed. Cement is made when
delivery trucks pull under the loading shoot.Once the truck is in place under the loadout shoot, sand and
gravel are loaded into a bin on the yard and belt conveyed into the truck through the loadout shoot. Next,
a measured amount of cement and fly ash from the storage silos is transferred into a weigh hopper above
the loadout shoot.Once the proper amount of cement and fly ash for that batch is collected, it is dumped
into the truck and mixed while in transport to the delivery site.

3) Inspection Summary
On 20 April 2011,I(Cindy Grimes)drove to this facility for an annual compliance inspection. I saw no
activity or presence of personnel on site,and it looked like there had been no one here for quite some time.
There are also cement dividers that are blocking the entryway into this facility.
Earlier in 2011, I had contacted Johnny Tapia,Regional Environmental Manager for CEMEX, and he
verified that this plant had been closed for some time, and he had no idea if or when it would reopen. I
gave him my email address and asked him if he would email me if it did open back up;lie said he would.
Since this facility is right off Hwy 74;1 drive by it regularly,so I will continue to look out for any activity.

5) Reporting Requirements
There are no reporting requirements in this facility's current permit.
6) 112R Status
This facility neither uses nor stores chemical compounds that require a written risk management plan
under the Clean Air Act, Section I I2R.
7) DAQ Compliance History
This facility has had no previous DAQ violations in its permitted history.
8) Comments and Compliance Statement
This facility has not operated since 2008 and does not plan to reopen in the foreseeable future.
Since its permit expires on 30 April 2012,Johnny Tapia(Regional Environmental Manager)should be
contacted—Nov-Dec 2011, to see if CEMEX wants to renew this facility's permit.
CEMEX Construction Materials-Wadesboro appeared to be in compliance on 20 April 2011.
