Dear Mr. Hillmann:
The requirements of Special Order of Consent(SOC) EMC AQ 2008-002 have been satisfied by
Arauco Panels USA LLC. The 40 CFR Part 63 Subpart DDDD, National Emission Standards for
Hazardous Air Pollutants: Plywood and Composite Wood Products(HACT 4D) final performance test
on the particle board plant was completed in March 2012. The Stationary Source Compliance Branch
(SSCB)with the Division of Air Quality has reviewed the stack test report and deems it acceptable to
demonstrate compliance with MACT 4D. As a result of the compliance demonstration, the terms of the
SOC have been completed.
