HomeMy WebLinkAboutAQ_F_1900015_20120620_ST_RvwMemo Chathain County Division of Air Quality June 20, 2012 MEMORANDUM To: Patrick Butler, Raleigh Regional Office �r From: Gary Saunders, Stationary Source Compliance Branch(SSC13 Subject: Arauco Panels USA, LLC (Formerly Uniboard USA, LLC), Moncure, Chatham County,North Carolina Facility ID 19/00015, Permit No. 3449T39 MDF Press Enclosure Permanent Total Enclosure Verification Conducted by DEECO, Inc., May 3, 2011 Tracking No. 2011-091 ST This memorandum addresses only the results of the permanent total enclosure (PTE)testing conducted on May 3, 2011 assigned under this tracking number as part of the test series conducted at the facility through May 11, 2011. The test results from the remaining testing for compliance with regulatory and site specific permit limits are addressed in separate memoranda under Tracking Number 2011-071 ST. Process Description Medium density fiberboard(MDF) is manufactured by combined hardwood flakes with a urea formaldehyde resin. A continuous fiber mat is formed from the mixture of flakes and resins and fed to the press section of the process. The emissions from MDF are fed to the MDF Press Vent Scrubber (CD-16) discussed under the separate memoranda. The MDF process is subject to 40 CFR 63 Subpart DDDD,National Emission Standards for Hazardous Air Pollutants: Plywood and Composite Wood Products. Under this subpart, certain design specification for wood product enclosures defined in 40 CFR 63.2292 may be used in conjunction with other test data to demonstrate compliance with specific emission limitations. The purpose of this test was to demonstrate that the permanent total enclosure met these design and operational requirements. Permanent Total Enclosure Testing on May 3,2011 The testing conducted during May 3, 2011 measured the volumetric flow rate from the MDF press enclosure vent in conjunction with design drawings and in-field measurement to demonstrate that PTE meets the design specifications required by the subpart. Based upon the drawings provided, the MDF press enclosure meets the minimum requirements for opening area (must be less than 5 percent of total enclosure surface area) and distance from VOC emission points (greater than 4 equivalent opening diameters except where boards enter and exit the enclosure). Based upon the measurement of the volumetric flow rate leaving the enclosure, the natural draft opening (NDO) face velocity met the design specification in the subpart. The Patrick Butler,Raleigh Regional Office June 20,2012 Page 2 design specification calls for a face velocity greater than 200 feet per minute. EPA Reference Method 204 was used to demonstrate the design and operation meet the regulatory requirements. During the test the average face velocity was calculated to be 354 feet per minute. These values meet the minimum design criteria in the subpart. The results of the enclosure testing is accepted and demonstrates compliance with the design standards.
