HomeMy WebLinkAboutAQ_F_1900015_20120517_ST_RvwMemo Chatham County Division of Air Quality May 17, 2012 MEMORANDUM To: Patrick Butler, Rale h Regional Office From: Gary Saunders, Stationary Source Compliance Branch(SSCB) Subject: Arauco Panels USA, LLC (Formerly Uniboard USA, LLC), Moncure, Chatham County,North Carolina Facility ID 19/00015, Permit No. 3449T39 Formaldehyde and Methanol Emissions Testing from Particle Board Plant, Core Layer Dryer, Surface layer Dryer, Scrubber Outlet and Press Enclosure Capture Efficiency Conducted by DEECO, Inc., January 12 and March 15, 2012 Tracking No. 2012-055ST The emissions testing report for the emission rate and emissions reduction, as required by the Special Order by Consent (SOC) has been reviewed. The portion of the facility produces particle board from southern pine and some southern hardwood. Combined with a resin, the boards are formed (pressed) and cured/dried in rotary dryers in direct contact with gases from the bark/woodwaste fired energy system. Hazardous air pollutants (HAP) from the dryers include methanol and formaldehyde. The gases leave the dryers and pass through a wet electrostatic precipitator (CD-PB-WESP) and a packed bed scrubber(CD-PGT)before being vented to the atmosphere. The sources tested in the particle board plant included the particle board press vent, the core layer dryer vent, the surface layer dryer vent, and the packed bed scrubber outlet. The gases from the press vent were ducted to the core dryer and surface layer dryer during the test. The emission rate of formaldehyde and methanol from the core dryer and surface dryer vents were used to calculate the average scrubber inlet concentration to determine the applicable regulatory limit and the average removal efficiency Testing on January 12, 2012 The testing conducted during January 12, 2012 measured the volumetric flow rate from the press vent to demonstrate that the natural draft opening (NDO) face velocity was greater than 200 feet per minute (EPA Reference Method 204) to meet regulatory requirements. In addition, the formaldehyde and methanol emissions from the press vent were also measured during the January test using NCASI Method 98.01. The analytical results for the press vent formaldehyde and methanol emissions were provided in the test report. Since the press vent emissions are not needed for compliance demonstration, the emission rates were not reported.
