There was one report that was submitted for New Source Performance Standard Tier 2 Testing for Non-Methane Organic Compounds (NMOC) emitted from the municipal solid waste landfill. The test was performed on 15 December 2011. On 19 April 2012, this Division determined that the subject test performed at your facility was an acceptable source test. The review indicates that compliance with Air Permit No.09835R00 is indicated for this source and that the site- specific test results are acceptable for calculating annual NMOC emissions from the landfill. A copy of the determination memorandum, issued by Mr. James Hammond, of the N.C. Division of Air Quality, Stationary Source Compliance Branch, is attached. Hammond, Stationary Source Compliance Branch(SSCB) Subject: Anson County Waste Management Facility, Polkton, Anson County,North Carolina Facility ID 0400052; Permit No. 09835R00 Tier 2 Emissions Testing for Non-methane Organic Compounds from the Municipal Solid Waste Landfill Performed December 15, 2011 by Riley, Park, Hayden&Associates, Inc. (RPH) Tracking No. 2011-224st The subject test report has been reviewed and is deemed acceptable. This is a New Source Performance Standard (NSPS) Tier 2 retest in accordance with 40 CFR 60.754(b). The site- specific test results are acceptable for calculating annual non-methane organic compounds (NMOC) emissions from the landfill. The source is a municipal solid waste landfill with a footprint of approximately 40 acres. A landfill gas collection and control system (GCCS), consisting of vertical extraction wells, lateral piping, and a 2,500 standard cubic feet per minute (sefm) flare (CD-1), is currently installed on Cells IA and 113. Note this system does not control emissions from all areas where there is currently waste in place (Cells I through 1D). The landfill is subject to 40 CFR 60 Subpart WWW Standards of Performance for Municipal Solid Waste Landfills. The regulation requires landfills with design capacities greater than 2.5 million mega-grams and 2.5 million cubic meters to calculate annual emissions of NMOC. For an emissions rate greater than 50 Mglyr, the landfill is required to install a landfill gas collection and control system. Subpart WWW also allows the landfill to obtain site-specific data on non-methane organic compound (NMOC) emissions. Surface emission monitoring was performed to detect the methane concentration at the surface in the vicinity of the GCCS. Background emissions were determined to be acceptable at 0.15 ppm. Landfill gas testing was performed for emissions of NMOC as hexane using the procedure specified in Subpart WWW using EPA Methods 25C and 18. RPH collected samples from a sampling port located in the main header upstream of the flare, blower and condensate knockout pot. Three samples and one back up sample were obtained from the header. "Flare2" sample canister leaked before reaching the laboratory. Three canisters were intact and acceptable for analysis. The average NMOC emissions from the landfill were 483 ppmv as hexane. The average NMOC emissions rate was then used in the Tier 2 equation developed by USEPA to project average annual NMOC emissions from the landfill for the next 5 years. The calculated
