No Response Requested stack Referral to DAQ: DAQ Observed Situation Dangerous: No Violation documented: Yes Occurring Now: Yes DFR Permit: NA Signature: � VA Report Date: D1 0,0 COMPLAINT.• While driving west on US-74, I,Robert Hayden,DAQ FRO, saw a blue smoke plume above Wade Mfg, a textile mill with an air permit. Smoke appeared to be excessive. The limit is 20%. DIRECTIONS: From FRO, go south on Rt 401 through Raeford to Wagram,and turn right onto Wire Road. Cross 15/501, go through Laurel Hill and turn right onto Rt 74(west). Wade Manufacturing is on the right,just as you pass the sign, "Welcome to Wadesboro." HISTORY: Wade Mfg has a history of opacity complaints—both tenter frames and boiler stacks. The number and configuration of stacks on the roof,as well as the difficulty getting valid observation conditions have made compliance enforcement problematic. INVESTIGATION: I went to a hilltop just west of the plant where I had observed opacity before(trees background for white/blue smoke). This is also the housing area of past complainants. The weather conditions on the morning of 7 November 2012,plus the magnitude of the blue smoke plume,allowed a clear,unequivocal observation of the excessive smoke. I conducted a 20-minute visible emissions evaluation(VEE)and recorded/calculated average 6-minute opacities of 66%,66% and 65%. All sources at this plant have a 20% opacity limit. I then called the facility's air permit contact,David Bruton, and asked him to join me at the observation point, which he did. I explained my concerns, and he said that he had never seen that tenter frame (number 2)smoke that heavily and steadily,that it normally made occasional wisps. I reminded him of our previous experiences with excessive opacity from his tenter frames,which were always more than wisps. I told him this one far exceeded the 20%standard,and asked him to investigate and call me when he determined and fixed the problem. He said he would. He called two hours later and said that he had found the problem,which was an excessively high temperature setting on the tenter oven. We discussed possible remedies(a non- adjustable upper temperature setting). I said that he would get a letter from our office,and to be sure to respond. He said he would. I said I would stop by later to check the stacks. I checked them an hour later,and number 2 was likely less than 10%, but difficult to read in the wind. Mr.'Bruton was out of the office. CONCLUSIONS/RECOMMENDATIONS: Wade Manufacturing was operating in violation of their air permit's opacity standard. Recommend a Notice of Violation be issued,and possibly requiring more positive temperature controls on the tenter ovens.
