Dear Mr. Bird,
The North Carolina Division of Air Quality (DAQ) has reviewed the protocol submittal form
(PSF) for the emissions testing of the Teaford (wood-burner) energy system for the MDF dryer.
The direct-fired energy system exhausts through a pair of cyclones, venturi scrubbers and packed
bed scrubbers (in parallel)and then through stacks CD-02 and CD-14. The proposed testing is
acceptable for the permit annual testing requirement in Condition 2.1.C.l.c.
Integrity Air Monitoring proposed EPA Methods 5/202 to determine the total particulate matter
(PM) from the energy system. The proposed methods are acceptable. Verification of absence of
cyclonic flow in accordance with Method 1 is required Concurrent sampling of both emission
points is proposed to generate the total PM emissions for the system.
The proposed operating rate during the testing period is 140 million Btu/hr(mmBtu/hr) with a
permitted maximum heat rate of 205 mmBtu/hr. The proposed production rate for testing is
approved. Please document the production rate in the final test report. Scrubber operating
parameters must also be monitored and documented in the final test report.

Approval of this PSF does not exempt the tester from the minimum requirements of the test
