DIRECTIONS: From downtown Fayetteville,take Raeford Road,Hwy 401, south to Wagram, -32 miles. Just past Wagram, turn right onto Old Wire Road(SR 144)to Laurel Hill.Turn right on Highway 74,bypass Rockingham, to Wadesboro, - 35 miles. Wade Mfg. is on the north(right) side of the Hwy 74,just after the `Welcome to Wadesboro' sign. (Drive past facility and take a left at the stop sign. Vantage point from neighborhood is perfect for VE observations) 2. COMPLAINT: On Tuesday 16 April 2013 at approximately 2:00 PM,I, Maureen Matroni-Rakes of FRO DAQ received a forwarded message from Bonnie in the DAQ Central office concerning Wade Manufacturing in Anson County. The called the complainant,Melicia Dennis,has called before with concerns about Wade Manufacturing and the long term health effects of toxic emissions from the on the people of the neighborhood on the hill beside the facility. HISTORY.- There is a long history between DAQ,Melicia Dennis and Wade Manufacturing.Ms. Dennis first contacted FRO DAQ DENR, and the EPA beginning in 1996.DAQ has been in contact her off and on since then.The following is a short summary of the interactions with DAQ and Ms.Dennis,for more detailed information please see Wade Manufacturing complaint file on Steven Vozzo's desk or the facility's DAQ file. a. Ms.Dennis lived on the mill hill to the west of the plant from 1965 to 1991. She has severe lung disease issues and has had'h of one lung removed. b. In springl996,DAQ met with Ms Dennis at the Anson County Library and shared with her our complete file record for this facility. In March 1997 DAQ sent her copies of all air quality emission inventories we had in our files(CY 1993, 1994, and 1995). Also that same year FRO,RCO Toxics Branch and the Division of Environmental Health conducted an epidemiological study to determine if there was a high percentage of cancer in the area surrounding the Wade Manufacturing plant,the study was inconclusive. c. In 2007, Steven Vozzo spoke with Ms.Dennis on the phone. She stated similar complaints to previous calls.Mr.Vozzo stated that North Carolina did not start collecting toxic emissions information until the 1990's and therefore could not provide anything from earlier than that. She asked to receive copies of the violation history for the facility.DAQ provided the violation history to her,the majority of the violations came from late reporting and visible emission exceedances. d. Ms. Dennis has called several more times in the last couple years with similar information.The complaints have been investigated but no new information has been provided. 4. INVESTIGATION: On Tuesday 16 April 2013,I,Maureen Matroni-Rakes of FRO called the complainant Melicia Dennis to gather information about her complaint.The following is a summary of our conversation: a. Multiple OSHA complaints against the plants that supposedly were not addressed that might have caused issues with facility employees that were never reported. b. When she was growing up there were ambulances were constantly showing up at the facility. c. There was a constant odor coming from the facility.The odor was not described. d. The stacks were always smoking. She stated that is appeared to never cease smoking and that the smoke would drift right into the house, since they are at the same level. - e. Ms. Dennis appeared to only have concerns for past issues and ongoing effects from those issues. She provided no new information or new concerns. 5. FOLLOW-UP: On Wednesday 1 May 2013, I,Maureen Matroni-Rakes of FRO conducted a compliance inspection at Wade Manufacturing.During the inspection I reviewed the toxic emissions for the last year from the facility. Ammonia highest emission rate for the last 12 months for(PR1,PR3 &PR6)= 1.024 lb/hr and for(PR4&PR5) = 1.20 lb/hr.Formaldehyde highest emission rate for the last 12 months for(TENT &TEN3)=0.0932 lb/hr and for(TEN2) =0.0694 lb/hr.All of which are below the allowable limits listed in their permit of: i. The input rate of ammonia to each roller printer(ID Nos. PR I,PR3, &PR6)shall not exceed 3.35 lb/hr. ii. The input rate of ammonia to each screen printer(ID Nos.PR4&PR5) shall not exceed 2.85 lb/hr. iii. The input rate of formaldehyde to each tenter frame(ID Nos.TENT &TEN3) shall not exceed 0.104 lb/hr. iv. The input rate of formaldehyde to the tenter frame(ID No.TEN2) shall not exceed 0.126 lb/hr. The facility has had some visible emission(VE)opacity concerns in the last decade.Most recently,Robert Hayden of the office, observed VE exceedences at 60%.FRO sent an NOV for the excessive emissions and followed up with the facility during the same inspection.DAQ has a continuous initiative to improve VE observations and recordkeeping at the facility. Page 3 of 3 6. CONCLUSIONS/RECOMMENDATIONS: Complainant had no new information to provide. DAQ investigated the complaint to its fullest and will work with Wade Manufacturing to continuously reduce VE exceedences and carefully watch the toxic emissions from the facility. Recommend following up at the next inspection to determine if VE and toxics concerns still linger.
