Dear Mr. Ragsdale:
The Division has reviewed your source test reports that were received by our Central
Office on 10 October 2013. These reports were from the nitrogen oxides and carbon monoxide
testing of gas turbines ES-1, 2, 3, 4, 5, 6 -A & B, which was conducted on 19 through 23 August
of 2013. On 28 March, 22 April, and 15 May 2014, this Division determined that the subject
testing performed at your facility were acceptable source tests. The reviews indicate that
compliance with Air Permit No. 09492 T08 is indicated for these sources. Please note that the
Division did not review the predictive emissions monitoring curves for 40 CFR 75 Appendix E
—l' included in your test reports, and that additional information about the emissions curve data is
available in the test reports. Copies of the determination memorandums issued by Ms. Shannon
Vogel, of the N.C. Division of Air Quality, Stationary Source Compliance Branch, are attached.
