Skvarla, III Governor Director Secretary 14 February 2014 CERTIFIED MAIL RETURN RECEIPT REQUESTED Ms. Denise Bridgers, Secretary Treasurer Taylor Mfg P O Box 518 Elizabethtown,NC 28337 SUBJECT: Notice of Deficiency—Failure to Properly Operate and Maintain Taylor Mfg Air Permit No. 06963R04 Elizabethtown, Bladen County,NC 06/09-00049 Fee Class: Small Dear Ms. Bridgers, On 6 February 2014, Neil Joyner, of this office, met with you and Mr. Charles King, Facility Supervisor, to inspect your facility, Taylor Mfg, in Elizabethtown, Bladen County, NC. During this inspection, Mr. Joyner noted that the fabric filter for permitted paint spray booth ES 1 was not completely covering the air outlet, apparently allowing unfiltered air from the booth to be released outside during operation. Mr. King stated that he agreed that this was a problem and that he would make repairs. Mr. Joyner noted that the fabric filter in permitted booth ES2 also was not completely covering the air outlet. According to Air Permit No. 06963R04 General Condition and Limitation B.6, "The facility shall be properly operated and maintained at all times in a manner that will effect an overall reduction in air pollution." Be advised that a properly operated and maintained paint booth fabric filter completely covers the air outlet at all times during operation. This letter is to officially inform you that, as indicated above, you deviated from your air permit and from the North Carolina General Statute GS-143-215-108A. Be aware that future deviations from air quality requirements could result in a Notice of Violation and corresponding penalties. Please submit a written response addressing this issue and the steps you will take or have taken to resolve it. This response should be submitted as soon as possible but not later than 28 February 2014.
