Dear Mr. Searles,
On 4 December 2013, Heather Carter, of this office, met with Mr. Brandon Merseal, Area
Manager, to inspect your facility, Murphy-Brown, LLC- Bladenboro Feed Mill, near
Bladenboro, Bladen County, NC. During this inspection, Mrs. Carter several record keeping
deficiencies. According Air Permit No. 08155R07 Specific Conditions and Limitations A.10.
and A.16, "To comply with the provisions of this permit and ensure that emissions do not exceed
the regulatory limits, the Permittee shall perform, at a minimum, an annual (for each 12 month
period following the initial inspection) internal inspection of each bagfilter system," and A.13.,
"The Permittee shall conduct quarterly inspections of each cyclone for corrosion, erosion, or any
other damage that could result in air in-leakage, and record results of any maintenance or repairs
in a logbook to be maintained on site." Records documenting the following were not available:
the minimum of an annual internal inspection for the bagfilters; the quarterly visual cyclone
inspections; and monthly amounts and an annual total of grain dried. Therefore, your facility has
deviated from permit requirements.
This letter is to officially inform you that, as indicated above, you deviated from your air
permit and from the North Carolina General Statute GS-143-215-108A. Be aware that future
deviations from air quality requirements could result in a Notice of Violation and corresponding
penalties.

Please submit a written response to this office, describing the actions your facility has
taken or will undertake to assure compliance with these permit requirements. This response
should be submitted as soon as possible but by no later than 6 January 2014.
The Division strongly recommends that you carefully examine your current permit
stipulations. If you have any questions regarding this matter, please call Heather Carter,
