Dear Mr. Ragsdale:
The Division has reviewed your source test reports that were received by our Central
Office on 30 August 2012. These reports were from the nitrogen oxides testing of gas turbines
ES-1, 2, 3, 4, 5, 6 -A & B, which was conducted on 2 through 27 April of 2012. On 2 December
2013, this Division determined that the subject testing performed at your facility were acceptable
source tests. The reviews indicate that compliance with Air Permit No. 09492 T08 is indicated
for these sources. Please note that the Division did not review the predictive emissions
monitoring curves for 40 CFR 75 Appendix E. included in your test reports, and that additional
information about the emissions curve data is available in the test reports. Copies of the
determination memorandums issued by Ms. Shannon Vogel, of the N.C. Division of Air Quality,
Stationary Source Compliance Branch, are attached.
Should you have any questions regarding this matter, please contact Mr. Neil Joyner,
Environmental Specialist, at(910) 433-3300, in the Fayetteville Regional Office.

Nitrogen Oxides Emissions Testing of Unit 1Turbines(ES 1-A and ES1-B)
Performed April 24 through April 27,2012 by
Source Testing and Consulting Services,Inc. (STACS)
Tracking No.201M52st
STACS performed EPA Method 7E/20 nitrogen oxide(NOx)emissions testing of Unit 1 on April 24,25,
26, and 27,2012. Testing is required 20 calendar quarters following initial certification for 40 CFR 75
Appendix E in order to"derive a NOx emission rate versus heat input correlation curve." The report
stated"initial Appendix E certification testing occurred in the second quarter of 2007." SSCB has
reviewed the test results with respect to the applicable emissions limits as discussed below.
Unit 1 consists of two Pratt&Whitney FT8 Swift-Pac simple-cycle gas turbines,ESl-A and ESl-B, and
one generator. Emissions from ES 1-A and ES 1-B are controlled by water injection system CD-1. The
turbines were tested at four loads for oil firing and four loads for natural gas firing.

apply. 60 Subpart KKKK limits NOx emissions to 74 parts per million corrected to 15% oxygen
(ppm@15%o 02)when firing No.2 fuel oil and 25 ppm@15%Oz while firing natural gas. In order to
avoid the applicability of PSD,the permit limits NOx emissions from ESl-A and ES 1-B through ES6-A
