Skvarla, III Governor Director Secretary 9 December 2013 Mr. Lee Ragsdale Vice President, Asset Management North Carolina Electric Membership Corporation 3400 Sumner Boulevard Raleigh,North Carolina 27616 SUBJECT: Central Office Review of Source Test Results—ID Nos.ES-1, 2, 3, 4, 5, 6 -A& B North Carolina Electric Membership Corporation— NCEMC Anson Plant, Air Permit 09492 T08 Lilesville,NC Anson County 6/04-00050 Dear Mr. Ragsdale: The Division has reviewed your source test reports that were received by our Central Office on 30 August 2012. These reports were from the nitrogen oxides testing of gas turbines ES-1, 2, 3, 4, 5, 6 -A & B, which was conducted on 2 through 27 April of 2012. On 2 December 2013, this Division determined that the subject testing performed at your facility were acceptable source tests. The reviews indicate that compliance with Air Permit No. 09492 T08 is indicated for these sources. Please note that the Division did not review the predictive emissions monitoring curves for 40 CFR 75 Appendix E. included in your test reports, and that additional information about the emissions curve data is available in the test reports. Copies of the determination memorandums issued by Ms. Shannon Vogel, of the N.C. Division of Air Quality, Stationary Source Compliance Branch, are attached. Should you have any questions regarding this matter, please contact Mr. Neil Joyner, Environmental Specialist, at(910) 433-3300, in the Fayetteville Regional Office. cerely, Steven F.
