Subject: First Semesters 2009 Continuous Opacity Monitoring Systems(COMS)Report for ID No.
CD -40 CFR Part 60, Subparts A and UUU.

Dear Mr. Funk:
The Division of Air Quality (DAQ) has reviewed your first semester 2009(January 1, through June
30, 2009)opacity emission reports from the C&S Dryer, CL 1 and CL 2Preheaters. The reports were
reviewed for compliance with the monitoring and reporting requirements of the emission control standard
(opacity limit) set forth in the current Air Quality Permit# 09006T01. The reports were also reviewed for
compliance with good operation and maintenance practices set forth in 40 CFR Part 60, Subparts A and
UUU and implemented in the North Carolina Continuous Monitoring Enforcement Plan(NCCEP)and in
accordance with EPA's High Priority Violations(HPVs) guidance.
Based on the review,the opacity excess emissions and monitor downtime for the period were
reported and confirmed as follows:
UNIT FIRST SEMESTER 2009
C&S Dryer Excess Emissions 0.0%
Monitor Downtime 0.83%
CLIPreheater Excess Emissions 0.0%
Monitor Downtime 1.24%
CL2 Pre heater Excess Emissions 0.0%
Monitor Downtime 1.56%
When the reports are reviewed with respect to the emission control standard(opacity limit)one
opacity excursion was reported due to fogged mirror on C&S Dryer opacity monitor. Your explanation of
the incident is accepted. No further action is required. With respect to the opacity monitor on CLIPreheater
and CL2 Pre heater, no six-minute opacity exceedances were noted.

Also,when the reports are reviewed for compliance with good operation and maintenance practices,
excess emissions and monitor downtime were reported and confirmed (as shown above)to be below the
NCCEP criteria and the HPVs guidance. Therefore no further action is required.
