Dear Mr. Flees:
The Division of Air Quality(DAQ) has reviewed your first semester 2004(January I, 2004
through June 30, 2004) opacity emission reports.The reports were reviewed for compliance with the
monitoring and reporting requirements of emission control standard (opacity limit)set forth in current Air
Quality Permit#08680T06 as well as criteria in EPA's High Priority Violations (HPVs) guidance, and
EPA Region IV CEM Enforcement Plan(CEP).
Based on the review, during the first semester 2004, two incidents [two 6-minutes] of opacity
exceedance due to "Unknown Problems" was reported form C&S Dryer and no exceedances were
reported form both CL 1 Preheated and CL 2 Preheated. The emissions from C&S Dryer did not result in
either the HPV or the CEP target criteria exceedances.
The opacity monitor downtimes from C&S Dryer,CL 1 Preheated and CL 2 Preheated for the
first quarter 2004 were reported at 0.66%, 0.98% and 0.79% respectively and are significantly below the
threshold in the EPA Region IV CEM Enforcement Plan (CEP).
