Dear Mr. Keelig:
The Division of Air Quality (DAQ)has reviewed the subject report submitted by 3M
Environmental Technology Services for the following:

CL1 Preheater Land 4500 MK II 0195650 Opacity
CL2 Preheater Land. 4500 MK II 0195661 Opacity
C&S Dryer Land 4500 MK II 0195651 Opacity
The performance specification test for the three Continuous Opacity Monitoring Systems
(COMS)appear to have been performed correctly in accordance with the subject regulation and the
required documentation has been submitted. Therefore,the DAQ hereby accept this certification report.
The COMS are certified effective 9/03/2003 for CL1 and CL2 Preheater and 10/16/2003 for C&S Dryer.
No other component or COMS may be substituted or added for opacity measurement at any of the
three units (CL1 Preheater, CL2 Preheater and C&S Dryer) without prior DAQ approval.
Please note that quarterly or semi-annual excess emissions report(EER) is due no later than 30
days following the end of the quarter or semester respectively. The EER should contain all information
required by the applicable regulation(s) -40 CFR Part 60, Subparts A and UUU.
