Dear Mr. Petchul•
The Division has reviewed your source test report that was received by our Central Office on
25 April 2014. This report was from nitrogen oxides, carbon monoxide, and volatile organic
compound testing of natural gas-fired compressor engines COMPOI through 04,which was conducted
on 25 to 27 April 2014. On 29 October 2014, this Division determined that the subject testing
performed at your facility was an acceptable source test. The review indicates that compliance with
Air Permit No. 10097ROO is indicated for these sources. A copy of the determination memorandum
issued by Mr. James Hammond,of the N.C.Division of Air Quality, Stationary Source Compliance
Branch, is attached.

Performed April 25 to 27,2014 by Air-Tech Environmental Corporation(Air-Tech)

_ This is a revision to the October 1, 2014 memo issued for DAQ tracking No. 2014-007st. This memo
supersedes the October 1,2014 memo.
Air-Tech performed initial testing on COMPOI, COMP02, COMP03,and COM204 compressor engines.
Emission sources COMP01 through COW04 are four natural gas-fired,four-stroke lean bum(4FSLB)
internal combustion reciprocating engines(4,735 horsepower rating)equipped with oxidation catalyst CO
control on each engine. Each engine powers a natural gas compressor. The test report has been reviewed
and is deemed acceptable.
EPA reference methods(RM)performed were:RM10 for carbon monoxide(CO),RM25A for total
volatile organic compounds(VOC),RM18 for methane(CH,), and Method RM7E nitrogen oxides(NO )
emissions for COMPOI, COMP02, COMP03, and COMP04.
COMPOI, COMP02,COMP03,and COMP04 are subject to:

63 Subpart ZZZZ states that a facility subject to both 60 Subpart JJJJ and 63 Subpart ZZZZ meets the
requirements of 63 Subpart ZZZZ by meeting the requirements of 60 Subpart JJJJ.
SSCB has reviewed the testing. The results are acceptable to establish CO and VOC emission factors for
PSD/NSR avoidance assessments as required by permit section 2.2 A.3.b. Results are also acceptable to
demonstrate compliance with the applicable standards. The test results, limits, and operating parameters'
are tabulated on the following page;'
The test results are acceptable and demonstrate compliance of COMP01 through COMP04 for applicable
NOx, CO and VOC emissions requirements. If there are any questions concerning this review,please
