Dear Mr. Hodges:
On 19 June 2014, Maureen Conner, of the NC Division of Air Quality, Fayetteville
Regional Office, met with the facility contact, Mr. David Bruton, to conduct n air quality
compliance inspection of your facility in Wadesboro, Anson County, North Carolina. Your
facility was issued a new permit on 6 February 2014; as part of that new permit, Stipulations B.3,
C.3, D.2 and E.2, you were required to re-establish what "normal" visible emissions are for the
emission sources PR3 through PR5, PIGI, TEN2 through TEN4, TRl, BL1, SL1, SS1, OPl,
AC1 through AC5, NAP1 and NAP2. The permit requires that the facility keep on record a
description of the established "normal," and the operating temperature used to determine
"normal" prior to 7 March 2014. During the inspection, Ms. Conner reviewed the pictures used
to describe "normal" visible emissions. Mr. Bruton stated that only a couple of the sources had
pictures supporting the normal description. We understand that some of these sources have not
operated in several years, but for sources that have operated since the issuance of the permit,
"normal"visible emissions should have been established.
Keep in mind that you are not required to establish normal with pictures and that a
description of the visible emissions would be acceptable. Also, any pictures used.to establish
"normal" should follow Method 9 procedures for observing visible emissions. For example,
observations must be made with a contrasting background and the sun at the observer's back or
behind the camera. Please contact us if you need further assistance with Method 9 procedures.
Based on the inspector's observations and discussions, the air permit deadline has not
been met. This letter is to officially inform you that, as indicated above, you deviated from your
air permit. Be aware that future deviations from air quality requirements could result in a Notice
of Violation and corresponding penalties.

have taken to resolve it. This response should be submitted as soon as possible but not
later than 7 July 2014.
