SUBJECT: Review of 2013 First Semester CEMS Report

Dear Mr. VonCannon:
The Division of Air Quality (DAQ) has reviewed the subject report from the Water and Sewer
Authority of Cabarrus County(WSACC)Rocky River Regional Wastewater Treatment Plant.
Additional CEMS-related information was provided upon request. The report included an
assessment of the total hydrocarbon (THC) and carbon monoxide (CO) continuous emissions
monitoring system (GEMS) operating on the sewage sludge incinerator(ID No. 1) during the
first half of 2013. Based on our review, we offer the following comments:
1. The report was reviewed for compliance with the THC emission limit(100 ppmvd,
corrected to 7% 02,monthly average) set forth in Air Permit No. 04475R18, Specific
Condition A.14.a. There were no exceedances of the THC limit.Compliance with the
CO emission limit is determined on an annual basis for the purpose of Title V
avoidance and is separate from this review. Currently, the CO CEMS is used as one of
three compliance options under Specific Condition A.23.
2. A review was also conducted for compliance with good operation and maintenance
(O&M) practices pursuant to 15A NCAC 02D .0605 and Specific Conditions A.14,
A.18, and General Condition B.6. When excess emissions (EE) and monitor downtime
(MD) are expressed as a percentage of the total operating time of the sewage sludge
incinerator, they were reported as follows:

The THC and CO monitors appear to indicate the use of good O&M practices since
quarterly %EE and %MD were less than 6% for any single calendar quarter and less
than 3% for two consecutive quarters.
