Dear Mr. Ragsdale:
Thank you for the timely submittal of the subject report dated, July 29, 2013. The
Division of Air Quality has completed its review of the continuous monitoring system
summary results for peaking turbines (ID Nos. ES 1-A, ES1-B, ES2-A, ES2-B, ES3-A,
ES3-B, ES4-A, ES4-B, ES5-A, ES5-B, ES6-A and ES6-B)that operated at the Hamlet
Plant during the first and second quarters of 2013. The turbines are subject to 40 CFR
Part 60, Subpart KKKK. NOx emissions from the turbines are controlled by water
injection and monitored for compliance using water to fuel ratios. Monitoring
summaries of the water to fuel ratios were reviewed in order to determine compliance
with NOx emission limits stated in Air Quality Permit No. 09492T07, Section 2.1.A.3.
All excess emissions were attributed to either startup, shut down, malfunction (SSM), or
other exempt emissions. These emissions were reviewed and allowed in accordance with
the applicable subpart.
In addition, quarterly percent excess emissions (%EE) and percent monitor downtime
(%MD) were reviewed for compliance with proper operation and maintenance (O&M)
practices pursuant to 40 CFR 60.11(d) and Air Quality Permit No. 09492T07,Section 3,
General Condition F. For each quarter, the facility-wide sum of%EE and%MD was
greater than the target criteria of 24%; therefore, a secondary evaluation was necessary.
Since the average number of operating hours for each peaking turbine was less than 150
hours each quarter, and the SSM ratio was less than 15%, it appears the peaking turbines
were operated with proper O&M.
