Hermon-Rock Creek Road Graham, North Carolina 27253 SUBJECT: Review of 2011 Semiannual COMS Report, First Half New South Lumber Company, Inc. —Graham Plant Graham, Alamance County,North Carolina Facility ID No. 0100237; Air Pen-nit No. 06740T17 Dear Mr. Bishop: Thank you for your timely submittal of the subject report dated, July 21, 2011. The Division of Air Quality(DAQ) has completed its review of the data for the continuous opacity monitoring system (COMS) operating at the New South Lumber Graham Plant during the first semester of 2011. With respect to Boiler#4 (ID No. B-4), a review of the quarterly opacity excess emissions reports (EER) indicated there were no violations of the applicable standard (40 CFR Part 60, Subpart Dc). Most excess emissions were attributed to either startup, shutdown, malfunction, or other exempt emissions. These emissions were reviewed and allowed in accordance with applicable monitoring rules. In addition,percent excess emissions (%EE) and percent monitor downtime(%MD) were reviewed for compliance with good operation and maintenance (O&M) practices pursuant to 40 CFR 60.11(d) and NCAC 2D .0606. The data provided in the report indicate that %EE and %MD were within acceptable levels as prescribed in the permit and the North Carolina continuous monitoring enforcement plan (NCCEP). The report indicated that %EE and%MD was 0.89% and 0.00%respectively for the first quarter, and 0.05% and 0.14%respectively for the second quarter of 2011. Boiler#4 and the COMS unit thus appear to have operated using good O&M practices since the quarterly %EE and %MD were less than 6% for any single calendar quarter and less than 3% for two consecutive quarters.
