Dear Mr. Olson:
The Division of Air Quality(DAQ) has reviewed the subject semiannual report, dated January 29,
2009, from New South Lumber's Graham Plant, With respect to the continuous opacity monitoring
system (COMS) for Boiler No. 4 (B-4), our review has determined the following:
1) Opacity summary data indicated there were no violations of the applicable standards set
forth in NCAC 2D .0524, 40 CFR Part 60, Subpart Dc, and Air Quality Permit No.
06740T14, condition 2.1.B.2.b.i. Supplemental information provided by Mr. Terry Bishop
of your staff explained the causes for several exceedances of the opacity standard. Most
excess emissions were attributed to either startup, shut down, malfunction, or other exempt
emissions. These emissions were reviewed and allowed in accordance with applicable
emission rules.
2) Quarterly summaries of percent excess emissions (%EE) and percent monitor downtime
(%MD) for all continuous opacity monitoring systems (COMS)and continuous emission
monitoring systems (CEMS) appear to comply with practices of good operation and
maintenance (O&M) pursuant to 40 CFR 60.11(d) and 60.13.
