Haw River, Alamance County,North Carolina Facility ID# 0100010; Air Permit No. 05896T21 Dear Mr. Skrzypczak: The Division of Air Quality (DAQ) has reviewed the subject report, received January 9, 2014, for the following carbon monoxide (CO) and oxygen(02) analyzers operating on hospital, medical and infectious waste incinerator (HMIWI) ESO1 and HMIWI ES02: Source Manufacturer/Model Serial No. Parameter Thermo Scientific 48i CM 09080036 CO ES01 Ametek Series 2000 C403631 02 Thermo Scientific 48i CM 090800035 CO ES02 Ametek Series 2000 C403557 02 Stericycle was required to certify both analyzers again since the sampling probes were relocated, thereby constituting a major modification to the sampling systems. Certification for each CO/02 continuous emissions monitoring system (CEMS) included a relative accuracy test audit (RATA), calibration error test, response time test, and 7-day calibration drift test. RATA testing was conducted by TRC Environmental Corp. (TRC) and 7-day drift tests were performed by Stericycle. Based on our review, we offer the following comments: 1. For ESO 1, a RATA was performed on November 22, 2013 and the 7-day calibration drift test was conducted from November 16, 2013 to November 23, 2013. For ES02, a RATA was performed on November 21, 2013 and the 7-day calibration drift test was conducted from November 14, 2013 to November 22, 2013. 3. Test results from the report indicate all CO and 02 analyzers appear to have met the requirements for relative accuracy, calibration error, and response time as set forth in Performance Specification 4A (PS 4A), which is found at 40 CFR Part 60, Appendix B. Since the analyzer met the 7-day drift limit, from November 23, 2013, and ES02 is certified effective November 22, 2013. 4. For the backup CO CEMS (Mfg/model: Thermo Scientific/48i; Serial#: CM 09080034) to ESO1 and ES02, test results indicate the backup analyzer met the requirements for relative accuracy, calibration error, and response time as set forth in PS-4. A RATA was performed on ESO1 using the backup analyzer on November 22, 2013, and for ES02, on November 21, 2013. A 7-day calibration drift test was conducted from November 20, 2013 to November 26, 2013. Should the backup CEMS be pressed into service, please refer to our letter of December 12, 2012, for conditions of its use. 5. 40 CFR Part 60, Appendix F (permit condition 2.1.A.1.h.) requires that quarterly audits must be conducted, with a RATA being conducted at least once every four calendar quarters.
