Post Office Box 310 Haw River,North Carolina 27258 SUBJECT: Review of 2013 Second Semester CO CEMS Report Stericycle, Inc. —Haw River Facility Haw River, Alamance County,North Carolina Facility ID# 0100010 Air Permit No. 05896T21 Dear Mr. Skrzypczak: Thank you for your timely submittal of the subject report, dated January 8, 2014. The submittal also included a relative accuracy test audit, which will be reviewed separately. The excess emissions report assessed the carbon monoxide (CO) continuous emissions monitoring systems (CEMS)operating at the Haw River Facility during the second half of 2013. The Division of Air Quality(DAQ)has completed its review and offers the following comments: 1. Hospital, medical and infectious waste incinerators (HMIWI) ESO1 & ES02 were reviewed for compliance with the CO emissions standard(40 ppmvd, 7% 02 corrected, 12-hour rolling average)pursuant to NCAC 2D .1206 and Air Quality Permit No. 05896T21, Specific Condition 2.1.A.1.h. The quarterly CEMS summaries indicated no exceedances of the CO emissions standard. 2. Quarterly summary reports were reviewed for compliance with good operation and maintenance (O&M) practices pursuant to 40 CFR 60.11(d), General Condition 3.17 and summarized as follows: Unit Quarter %EE %NW HMIWI ESO1 3rd 0.0 0.14 4th 0.0 1.41 HMIWI ES02 3rd 0.0 0.05 4th 0.0 0.13 Technical Services Section 1641 Mail Service Center,Raleigh,North Carolina 27699-1641 217 West Jones Street,Raleigh,North Carolina 27603 Phone:919-707-8407/Fax:919-715-0718 Internet:www.ncair.org An Equal Opportunity 1 Affirmative Action Employer—Made in part by Recycled Paper Mr. Alan Skrzypczak January 23, 2014 Page 2 The incinerators, along with associated CEMS units, appear to have operated using good O&M practices since quarterly percent excess emissions (%EE) and percent monitor downtime (%MD) were less than 6% for any single calendar quarter and less than 3% for two consecutive quarters. 3. For both incinerators, CO CEMS cylinder gas audits (CGA) results were reviewed with respect to specifications set forth in Section 5 of 40 CFR Part 60, Appendix F.
