SUBJECT: Review of 2012 First Semester CO CEMS Report

Dear Mr. Skrzypczak:
Thank you for your timely submittal of the subject report, received July 27, 2012. The report
assessed the carbon monoxide (CO) continuous emissions monitoring systems (CEMS) operating
at the Haw River Facility during the first half of 2012. The Division of Air Quality (DAQ) has
completed its review and offers the following comments:
1. Hospital, medical and infectious waste incinerators (HMIWI) ESO 1 & ES02 were reviewed for
compliance with the CO emissions standard(40 ppmvd, 7% 02 corrected, 12-hour rolling
average) pursuant to NCAC 2D .1206 and Air Quality Permit No. 05896T20, Specific
Condition 2.1.A.1.h. The CEMS summaries indicated no exceedances of the CO emissions
standard.
2. The report was also reviewed for compliance with good operation and maintenance (O&M)
practices pursuant to 40 CFR 60.11(d) and General Condition 3.F. The incinerators, along with
associated CEMS units,appear to have operated using good O&M practices since quarterly
percent excess emissions (%EE) and percent monitor downtime (%MD) were less than 6% for
any single calendar quarter and less than 3% for two consecutive quarters.
3. For both incinerators, CO CEMS cylinder gas audits (CGA) results were reviewed with respect
to specifications set forth in Section 5 of 40 CFR Part 60,Appendix F. The quality assurance
(QA) results appear to have met the 15% accuracy specification.
