Proposed Emissions Testing of 40-Panel Hot Press (ES-13-40HP)

Dear Mr. VanGelder:
DAQ has reviewed the proposed testing plan contained in the Protocol Submittal Form (PSF) for
methanol, formaldehyde and VOC emissions from the 40-panel Hot Press. The applicable
regulation is 40 CFR 63 Subpart DDDD (413)National Emissions Standards for Hazardous Air
Pollutants:Plywood and Composite Wood Products. Emissions are uncontrolled for this source. A
temporary total enclosure (TTE)will be constructed around the press to capture emissions and duct
them to a sampling location. The PSF is acceptable as discussed below.
The purpose for testing is to demonstrate compliance with 40 CFR 63 Subpart 4D. The subpart
requires that the emissions meet one of the following requirements:
1. Reduce emissions from total HAP, measured as THC (Carbon)by 90 percent; or
2. Limit emissions of total HAP, measured as THC (as carbon) to 20 ppmvd; or
3. Reduce methanol emissions by 90 percent; or
4. Limit methanol emissions to < 1ppmvd if uncontrolled methanol emissions entering the
control device are> 10 ppmvd; or
5. Reduce formaldehyde emissions by 90 percent; or
6. Limit formaldehyde emissions to < 1 ppmvd if uncontrolled formaldehyde emissions
entering the control device are> 10 ppmvd.

Emissions measurement of formaldehyde and methanol will be conducted using NCASI Method
98.01. Total VOC will be measured using EPA Reference Method 25A. The capture efficiency of
the TTE will be confirmed using Reference Method 204.
DAQ approves the testing protocol and sampling procedures as specified in the PSF. Production
data must be gathered during the testing period and included in the test report. If you have
