Proposed Test Date: September 24,2015 Tracking No. 2015-177st Dear Mr. Wiborg: The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for carbon monoxide(CO) emissions testing of Emission Source ES-I4. The proposed testing is acceptable as discussed in this letter. Emission Source ID ESOI4 is a diesel-fired peak shaving generator controlled by diesel oxidation catalyst CD-I4. The maximum permitted capacity is 764 horsepower. 40 CFR 63 Subpart ZZZZ National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engine(RICE). The engine is classified as new under the regulations. 63 Subpart ZZZZ requires a minimum CO reduction efficiency greater than or equal to 70%. Integrity proposed inlet and outlet sampling in accordance with EPA Methods 3A and 10 to determine the CO removal efficiency. The PSF indicates that EPA Method 3A and 10 sampling will be performed simultaneously at the inlet and outlet. The proposed testing is acceptable. The PSF states"Inlet and outlet oxidizer pressure or differential pressure and engine temperatures will electronically collected every minute and engine kW output will collected manually and logged every five minutes." The proposed process monitoring is acceptable. Please note,the permit requires monitoring of inlet temperature and oxidizer differential pressure. Since the monitoring is routinely performed using station instrumentation,DAQ requires this station instrumentation be used to obtain the inlet temperature and differential pressure during compliance testing. These station instruments should be periodically calibrated to ensure proper indication. All required process data shall be included in the test report. Testing must be conducted at full normal load. DAQ grants the request in your August 21,2015 letter to test within f 10%of"maximum facility demand"load of 250 kW rather than at permitted maximum capacity of 500 kW. Please document the load conditions in the final test report and any additional documentation to demonstrate that this load was representative.
