Dear Mr. Ferguson:
On 27 August 2015, Neil Joyner, of this office, met with Mr. Steve Bedsole, Plant Engineer,
to conduct the air quality compliance inspection for your facility, Gildan Yarns, LLC Plant 71, in
Clarkton, Bladen County, NC. During the on-site inspection, Mr. Joyner noted that your facility
appeared to be deviating from the following recordkeeping requirements:
1) Air Filtration System: According to air permit stipulation A.11 (d): "To comply with the
provisions of this permit and ensure that optimum control efficiency of air filtration system
is maintained, the permittee shall establish an inspection and maintenance schedule/checklist
based on manufacturer's recommendations. The results of these inspections and any
maintenance performed on the air pollution control equipment, shall be recorded in a log
book." Mr. Joyner determined the following: (1) documentation of the inspection and
maintenance schedule/checklist was not available, and (2) several of the facility's previous
inspection results were not recorded in the designated log books on the site.
2) Fire Pump I-FIRE-PUMP: According to the ATTACHMENT of your current air permit,
your fire pump is subject to 40 CFR Part 63, Subpart ZZZZ—"National Emission Standards
for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines"
(NESHAP Subpart 4Z), which includes recordkeeping requirements for maintenance and
work practices, and also for the times and reasons of engine operation. Mr. Joyner
determined the following: (1) records were not available for the required engine
maintenance and work practices, and (2) records were not available for the hours of and
reasons for engine operation. This office emailed Mr. Bedsole a copy of the DAQ
regulatory guide for this rule on 12 September 2014, shortly after the last inspection.
Attached is another copy of this guide to assist you in complying with the requirements of
this federal rule. We recommend attaching it to your current air quality permit.

This letter is to officially inform you that failure to keep required records is a deviation from
your air permit and from the North Carolina General Statute GS-143-215-108A. Be aware that
future deviations from air quality requirements could result in a Notice of Violation and
corresponding penalties.
Please respond to this letter in writing no later than 24 September 2015, specifically
addressing how you will ensure future compliance with the above requirements. In addition, please
provide this office with copies of any of the above cited records that you may have which were not
available at the time of this inspection.
The Division strongly recommends that you carefully examine your current permit
stipulations. We appreciate your immediate attention to these environmental concerns. If you have
