Wooten Pea Ridge Asphalt Plant Total Particulate Matter Testing Protocol for Asphalt Plant 12ES1-1 Proposed Test Date: August 5, 2015 Tracking No. 2015-116st Air Quality Permit No. 08137R10/Synthetic Minor Facility ID: 1900088,New Hill, Chatham County Dear Mr. Washburn: The North Carolina Division of Air Quality (DAQ) has reviewed the protocol submittal form(PSF)for the emissions testing of asphalt plant 12ES1-1. The test methods are acceptable as proposed. TRC Environmental proposed three 60-minute EPA Method 5/202 runs for the total particulate matter(PM) determination. The emission source to be tested is a 270 ton per hour capacity drum type hot mix asphalt plant consisting of aggregate dryer/mixer ID No. 12ES1-1 controlled by horizontal cyclone 12CD2 in series with baghouse 12CD1. The proposed production rate for testing of 245 tons per hour is acceptable. 40 CFR 60 Subpart I Standards of'Performance for Hot Mix Asphalt Facilities applies to 12ES1-1 and limits filterable PM to 90 milligrams per dry standard cubic meter and visible emissions to 20% opacity. 15A NCAC 2D .0506 Particulates From Hot Mix Asphalt Plants also applies and limits total PM based on actual production rate. Approval of this sampling protocol does not exempt the tester from the minimum requirements of the sampling methods.
