Dear Mr. Sargent:
On 18 May 2016, Heather Carter, of this office, met with Mr. Brian Franklin, feed mill
manager, to inspect your facility, Murphy-Brown, LLC —Bladenboro Feedmill, in Bladenboro, NC.
During the inspection it was determined that the facility had not completed the Annual Compliance
Certification (ACC) in accordance with 40 CFR Part 63 Subpart 7D, National Emissions Standards
for Hazardous Air Pollutants (NESHAP) for Prepared Feeds Manufacturing. As required by this
rule, and specified in your permit under A.12. "15A NCAC 2D .1 I I I "GENERALLY AVAILABLE
CONTROL TECHNOLOGY" - Area Source Standards for Prepared Feeds Manufacturing (GACT
7D)," you are required to prepare the ACC by March I' of each year for the preceding year. If the
I ACC documents any deviation during the year, then it is to be submitted to this office, otherwise it is
to be kept on file on-site.
This letter is to officially inform you that you deviated from your air permit and from the
North Carolina General Statute GS-143-215-108A. Be aware that future deviations from air quality
requirements could result in a Notice of Violation and corresponding penalties.
Please note that the deviation addressed in this letter must be reported on your Annual
_i Compliance Certifications for calendar year 2016, required by the above-cited NESHAP 7D, and
which is due by 1 March 2017. Failure to report this permit deviation may result in the issuance of a
Notice of Violation and the assessment of civil penalties. The Division strongly recommends that
you carefully examine your current permit stipulations. If you have any questions regarding this
