I. Location/Directions: From FRO,take US401 south through Wagram;just outside of Wagram take a
right onto NC 144 and drive 12 miles through Laurel Hill. Just past Laurel Hill,take US74 west—36
miles into Anson County. Less than 1 mile into Anson County,turn south(left)onto NC 145. After
0.3 miles,turn left onto County Road 1842 at the Boggs Paving sign; it later becomes Pee Dee Road.
The plant is on left just past the railroad tracks.

III. Facility and Process Description
Boggs Materials, Inc. -Pee Dec Asphalt Plant is a batch hot mix asphalt(HMA)plant with a screen and feed
system for adding recycled asphalt pavement(RAP). This facility is permitted under Air Permit No.
098821103,effective from 8 September 2015 until 31 January 2018.Jeff Cole conducted the last
compliance inspection on 27 May 2015.

Note: Facility is shut down and has not operated since 2011 when the equipment from the plant
moved to South Carolina.
V. Inspection Summary:
On 24 May 2016, I Jeffrey Cole of FRO DAQ, conducted a compliance inspection of this facility. This plant
has not operated since 2011. I verified that all permitted equipment,dryer,surge bin, silo, conveyor, and
screens have been removed from the property.

This facility does not use or store chemical compounds that require a written risk management plan under i
Section 112R of the Clean Air Act.
