HomeMy WebLinkAboutAQ_F_1300104_20160407_ST_RvwLtr Division of Air Quality April 07,2016 MEMORANDUM To: Ron Slack,Mooresville Regional Office From: Thaochi Vu, Stationary Source Compliance Branch(SSCB) Subject: Concord City Generating Plant#2(Manor Site),Plant# 1 (Flor nce Site),Non-permitted Weddington Site Concord, Cabarrus County,North Carolina Facility ID: Manor Site: 1300104,Permit No. 07645R06,Florence Site: 1300103,Permit No. 07644R06 Carbon Monoxide Testing Conducted 11/30 to 12/02,2015, on 7 diesel-fired internal combustion engines by Montrose Air Quality Services Tracking No: 2015-228ST(1300104)and 2016-040ST(1300103) The subject test report has been reviewed.The sources tested were seven diesel-fired engines/generators used for emergency and peak-shaving power generation at the facility. The purpose of the testing was to demonstrate compliance with emission limits established by 40 CFR 63, Subpart ZZZZ(4Z),National Emission Standards for Hazardous Air Pollutants from Reciprocating Internal Combustion Engines. The facility must control carbon monoxide(CO)by at least 70%efficiency(inlet and outlet testing)or to 23 ppmvd @ 15%02 for the engines. Testing can be conducted simultaneously at the inlet and outlet to demonstrate the reduction efficiency for the unit. Alternatively, the outlet concentration of CO can be used to demonstrate compliance. Subsequent testing is required every 8760 hours of operation or three calendar years,whichever is sooner. The engines/generators were tested at 100%load+/-10%which is representative of normal operation for these generators as allowed under 40 CFR 63.7. During the test for the engines, inlet catalyst oxidation temperature and pressure drop across the catalyst were measured for future continuous compliance determinations.
