Dear Mr. Quesenberry:
The DAQ is in receipt of data from your facility indicating that you have exceeded a
Prevention of Significant Deterioration(PSD) avoidance limit. Section 2.2 (B)(1)(a)(ii) of your
air permit states that volatile organic compound(VOC) emissions shall not exceed 337 tons per
consecutive 12-month period from the combined emissions of the sources at the Medium Density
Fiberboard Facilities (MDF plant).
Special Order by Consent (SOC) 2015-002 allowed the shut-down of the photo-catalytic
gas treatment systems, used to control hazardous air pollutants (HAPs) and VOCs, in order to
install new emissions control systems. The SOC contemplated an increase in the VOC
emissions. SOC 2015-002, Section II.A.ii states:
"In the event that the FACILITY exceeds the permitted PSD avoidance limit for
VOCs, a stipulated penalty will be due per section III of this SOC. The
COMPANYshall officially notify the DAQ by letter within 14 days following the
end of the month that the PSD avoidance limit exceedance occurs. If deemed
necessary by the DAQ Director, a PSD permit application shall be submitted
within 120 days of'notification by the DAQ. "
Arauco provided the VOC data monthly as required in the SOC. Data submitted on
October 6, 2016, presented below, confirms that the rolling 12 month VOC emissions had
exceeded the PSD avoidance limit since June 2016. The emissions trend from June to September
indicates that the facility will remain above the PSD avoidance limit if it continues in a similar
mode of operation.

Therefore, the DAQ has deemed it necessary that Arauco submit a PSD permit
application due to the NJDF plant emissions. The application is required to be submitted within
120 days of receipt of this letter.
