Dear Mr. Quesenberry:
The DAQ is in receipt of your August 31, 2016, letter"SOC 2015-02 Extension of
Internal Timeline Biofilter Pilot Moncure Particleboard." In your letter you request a three-
month extension on the interim date for the pilot biofilter evaluation listed in SOC 2015-02,
Section II.B.iii. The evaluation is required to be completed by November 2, 2016, which is one
year from the effective date of the order. However, due to issues with procuring and installing
the pilot unit, you are requesting additional time to evaluate the unit in varying seasonal
temperatures.
Your request states that the interim date extension will not affect the SOC final
compliance date. You have also stated that you will: 1) submit the permit application within 60
days of the evaluation completion, 30 days earlier than required in SOC 2015-02, Section II.B.iv;
and 2) complete construction within 18 months of permit receipt, 2 months earlier than required
in SOC 2015-02, Section II.A.vii.
The authority to grant this extension is provided in "15A NCAC 02D .2203 PUBLIC
NOTICE" which states:
"(fl Any Consent Order may be amended by the Director to incorporate minor
modifications, such as modification ofstandard conditions to reflect updated versions,
correction of typographical errors, or interim date extensions, in a consent order without
public notice provided that the modifications do not extend the final compliance date by
more than four months. "
The DAQ approves the requested interim date extension since the final compliance date
is not being extended and you are committing to a shorter time duration for permit application
submittal and control device construction. The evaluation of the particle board plant pilot

biofilter required by the SOC shall be complete by February 2, 2017. All other interim dates,
except those specifically listed in this letter, and the final compliance date remain as listed in the
original SOC.
