No. 3WS Emissions Testing Performed February 17, 2016 By Montrose Air Quality Services(Montrose) Tracking No. 2016-029st As required by permit conditions in Section 2.1 A.La, the reconfigured wet scrubber system (3WS) outlet was tested for particulate matter emissions (initial PM test) and halogens after restart of these emissions sources - and the reconfiguration and restart of the control equipment. The emissions sources venting into the scrubber system include the chemical vapor deposition (CVD) cells 5, 6 and 7 (ES-1),the chemical room (ES-11),the collapse furnaces for cells 5, 6, and 7 (ES-14), the SiC14 storage room (ES-18)which is not operating and the gas cabinets for cells 5, 6, and 7 (ES-4-3WS). Scrubber 3WS is a wet scrubber(13,000 actual cubic feet per minute gas flow rate) consisting of a variable throat venturi scrubber(10 to 15 inches water pressure drop) with greater than 90 gallons per minute caustic solution injection(pH 8 or higher as determined from source testing) controlling emissions from these sources. The test report is deemed acceptable. Applicable regulations: 15A NCAC 2D .0515 Particulates from Miscellaneous Industrial Processes, 15A NCAC 2Q .0317 Avoidance Conditions to avoid being major for hazardous air pollutants (HAP) and 15A NCAC 2D .1100 Control of Toxic Air Pollutants, 15A NCAC 2D .0614 Compliance Assurance Monitoring(CAM). If additional equipment goes online,additional testing may be required. The sources in service during testing were in normal operation. This operating rate is acceptable. The EPA Method 26A audit sample analysis by the laboratory is acceptable. The results are acceptable for use in calculations of facility-wide emissions for compliance determination and for emissions inventory.
