Dear Mr. Fitzgerald:
The subject Tier 2 Test Update protocol submittal form has been reviewed and the proposed testing is
acceptable for Anson County Waste Management Facility(ACWMF) landfill, ES-1.
ES-1 is a municipal solid waste landfill with an associated gas collection and control system (GCCS-1)
including one candle stick type flare (CD-1). ACWMF currently has approximately 22.4 hectares of
landfill area. Approximately 10.1 hectares is controlled by a Gas Collection and Control System (GCCS)
and 12.3 hectares is uncontrolled. FE&C is proposing to use a combination of sampling procedures and
EPA Methods 3C and 25C for this test.
40 CFR 60 Subpart WWW Standards of Performance for Municipal Solid Waste Landfills and 15A NCAC
2D .0524 New Source Performance Standards apply. A Tier 2 test was conducted on December 15, 2011.
In accordance with the requirements of the New Source Performance Standard (NSPS), Subpart WWW
and Section 2.1.A.1.b.i(F) of the existing permit,the facility is required to retest by December 16, 2016.
This required Tier 2 retest must be conducted in accordance with 40 CFR§60.754(a)(3)(iii)or 40 CFR
§60.754(b) as approved by the EPA on page 20 of MSWLF NSPS/EG—Q&A document dated November
18, 2015 (attached to PSF).
FE&C proposes to collect 25 one-liter samples in nine summa canisters and one back-up from the
uncontrolled area of the landfill. FE&C also proposes to collect one-liter samples in three summa
canisters and one back-up from the header inlet of the GCCS from the controlled area of the landfill.
The collected samples will be transported overnight to a National Environmental Laboratory
Accreditation Approved (NELAP)approved analytical laboratory for analysis in accordance with EPA
Methods 3C and 25C protocols. The total metered flow volume from a full year will be used, as specified

in the EPA Q&A document.The non-methane organic compound (NMOC)emission rate will be
calculated using the formula specified in 40 CFR 60.754(a) and 40 CFR 60.754(b).
The proposed sampling and test methods are acceptable. Approval of the protocol does not exempt the
tester from the minimum requirements of the applicable methods. The testing should be conducted in
strict accordance the with the requirements of 40 CFR 60.754(a) and 40 CFR 60.754(b) and EPA Methods
3C and 25C. Any modifications to the applicable test methods remain subject to approval by the
Division of Air Quality.
The final test report must include a scale plan of the landfill as tested with emission wells and probe
locations clearly marked. Please be sure to include all relevant landfill operating and sampling data in
the test report. In addition, the final report should clearly explain how the weighted landfill NMOC
