HOLMAN ENVIRONMENTAL QUALITY Director August 5, 2016 Mr. Gil Vinzani Piedmont Natural Gas Company 150 Fayetteville Street, Suite 570 Raleigh,North Carolina 27601 Subject: Piedmont Natural Gas-Wadesboro Compressor, Wadesboro, Anson County Air Permit No. 10097T01 Facility ID 0400056 Proposed Emissions Testing at Natural Gas Engines ID COMPO I-COMP04 Proposed Test Date: August 17-19, 2016 Tracking No. 2016-182ST Dear Mr. Vinzani: DAQ has reviewed the proposed testing of the four 4-stroke lean burn(4SLB) natural gas compressor engines in the protocol submittal form (PSF). Each 4SLB compressor engine is rated at 4,735 hp. The purpose of the testing is to conduct the required periodic emissions testing on COMPOI through COMP04. The PSF is acceptable as discussed below. Applicable regulations for the compressor engines include: • 40 CFR 63 Subpart ZZZZ National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines • 40 CFR 60 Subpart JJJJ Standards of Performance for Stationary Spark Ignition Internal Combustion Engines 40 CFR 60 Subpart JJJJ requires periodic testing once every three years or every 8,760 hours, whichever occurs first. The testing is being conducted to meet the three-year retesting requirement since the engines have not reached the 8,760 hour threshold. The pollutants required to be measured are carbon monoxide (CO), nitrogen oxides (NOX), and non-methane volatile organic compounds (VOCs). Meeting the emission limits of 40 CFR 60 Subpart JJJJ fulfill the requirements for 40 CFR 63 Subpart ZZZZ. The methods to be used are summarized in the table below. Approval of the protocol does not exempt the tester from the minimum requirements of the applicable methods, 63 Subpart ZZZZ and 60 Subpart JJJJ requirements. Since no deviations from the applicable testing methodology were addressed in the test protocol, the testing should be conducted in strict accordance with the requirements of EPA Methods 2, 3A, 4, 7E, 10, 18, and 25A. Testing must normally be conducted at full load� 10%. Testing proposed operating process rate of 4,735 hp is acceptable. Documentation of engine load must be provided with the test report.
