Dear Mr. Brown:
The Raleigh Regional Office did not receive the first quarter report for calendar year 2017 from your
facility in Moncure, North Carolina until May 12, 2017. Triangle Brick Company is required by Air
Quality Permit No. 06897T10 to submit quarterly reports within thirty (30) days after each calendar year
quarter. The intent of this letter is to remind you of the specific reporting requirements outlined in your
air quality permit. Section 2.LCA.e. of your air quality permit reads as follows:

For compliance purposes, within thirty (30) days after each calendar year quarter, the
Permittee shall report the monthly sulfur dioxide emissions for the previous fourteen (14)
months to the Regional Supervisor, Division of Air Quality: The emissions must be
calculated for each of the three twelve month periods over the previous fourteen months.
The Permittee shall be deemed in noncompliance with 1 SA NCAC 2D .0530 if the total
sulfur dioxide emissions from the facility exceed 250 tons/year.
Please submit to this office a written response by June 21,2017, describing actions taken by your
company to ensure future compliance with your air quality permit reporting requirements. This
office also recommends that you or a designated company representative review your air quality permit to
ensure that you understand all the specific and general permit conditions. Please note the monitoring,
record keeping, and reporting requirements, and make the necessary provisions to ensure that these
requirements are met within the specified time frames.
Any future late submittal of a permit-required report may be considered a violation of your air quality
permit. Any violation of air quality regulations is subject to the assessment of civil penalties as per North
Carolina General Statute 143-215.114A. As an additional reminder, this Notice of Deficiency is required

to be referenced in your facility's annual compliance certification (ACC), in accordance with Section 3,
General Condition P of your Title V permit. Your 2017 ACC is due by March 1, 2018.
