Facility Classification: Synthetic Minor
Dear Mr. Roarke:
Specific Condition No. 12.c. of Air Permit No. 03746R12 requires the following:
Reporting Requirements - Within 30 days after each calendar year, regardless of
the actual emissions, the Permittee shall submit the following emissions and/or
operational data listed below. The data should include monthly and 12 month
totals for the previous 12 month period
i. the total amount of asphalt produced, in tons,for each month of the
previous 12-month period;
ii. the total amount of asphalt produced, in tons,for the previous 12-month
period; and,
iii. copies of the fuel certification records for the shipment of fuel during the
previous 12-month period that contained the highest sulfur content.
Specific Condition No. 14.d. of Air Permit No. 03746R12 requires the following:
Reporting Requirements - Within 30 days after each calendar year, regardless of the
amount received or combusted, the Permittee shall submit in writing to the Regional
Supervisor, DAQ, the following:
i. A summary of the results of the analytical testing for the previous 12 months.
ii. The total gallons of recycled fuel oil(s)from each vendor combusted at the facility
for the previous 12 months

The referenced reports for the calendar year 2016 were due on or before January 30,
2017. This office has not received the subject reports as of the date of this letter. This letter
serves as a Notice of Deficiency for failure to submit the report by the required date. Please
respond in writing to the Asheville Regional Office by no later than March 3,2017. The
response should outline the steps that you plan to take or have taken to assure reports are
submitted by the required date. Please note that failure to comply with the reporting
requirements of your air permit could result in a Notice of Violation. Violations of your air
permit or any air quality rule are subject to the assessment of civil penalties per North Carolina
General Statute 143-215.114A.
